Most
often, a Community Action Fund is established through a bequest
or by naming the Foundation as the beneficiary of a trust or charitable
remainder trust. They may also be created during a donor's lifetime.
The Foundation invests the assets in its diversified portfolio
and awards grants on a competitive basis to qualified nonprofit
organizations from the amount available for distribution as determined
by the Foundation's spending policy.
Professional staff review proposals, conduct site visits as warranted,
and award grants to the most promising projects and programs.
Over many decades, Community Action Funds have enabled the Foundation
to play an important leadership role in the community and improve
the lives of disadvantaged Minnesotans.
